In 1971, the Malaysian government implemented the New Economic Policy (NEP), which gave differential economic benefits to Malays compared to non-Malays. In 1982, the New Population Policy (NPP) was introduced, which strongly encouraged the formation of larger families. Using the first and second Malaysian Family Life Surveys (MFLS), this study investigates whether these two policies differently affected the employment patterns of married women of three ethnic groups. The study finds that these policies did not have significantly different impacts on married women's employment across ethnic groups.
Hi, I'm Paul Lane, the Employment Coach. I help people find or change employment. I work with all kinds of people, in all kinds of industries, doing all sorts of jobs; some are the long-term unemployed, some, released convicts, and some, people with disabilities and, no matter the person, job or industry, when they follow my instructions, they start their next job, usually in less than 3 interviews! And I work in a small town in an agricultural county! If they can find work that quickly (and most people take much longer), I must have some secrets. Well, I confess, I do!; I have three really big secrets! Here is my first secret: I know Why Employers Hire Who They Hire, and Retain Who They Retain (It is NOT who does the most or best work!) Here is my second secret: I know How to Find and Obtain UNADVERTISED Jobs Here is my third secret: I know How to Overcome Prejudices like to young / old; overqualified / inexperienced.

High unemployment rates in the period of an internationalization of economies and an intensified technological competition are the main problems that exist in most EU countries. Taking stock of unemployment patterns, technological trends and employment opportunities in the EU and the US is crucial for the reform debate in Europe. In continental Europe, major problems are an insufficient creation of new firms in innovative technology fields, inadequate labor market developments and inconsistent R&D policies. Founded on new data evaluations, the book presents an innovative analysis of these topics and shows opportunities for reforms.

Informal Employment in Advanced Economies

Informal employment, whether the result of tax evasion or working whilst claiming benefit, is an issue rapidly rising to the top of government policy agendas. Re-Placing Informal Employment challenges many of the popular myths surrounding informal economic activities, offering a radical reconceptualisation of their extent, growth, location and nature as well as evaluating the contrasting policy options open to governments. This book challenges three popular myths about informal employment. First, it tackles the popular belief that informal employment is growing throughout the advanced economies. Second it challenges the myth that this work is undertaken mostly by marginalised groups such as the unemployed, poor, ethnic minorities and immigrants and in deprived neighbourhoods. Third, it evaluates the dominant view that we should replace informal with formal employment through enforcement of stringent laws and regulations concerning tax evasion, benefit fraud and the contravention of labour laws. In challenging these views, Re-Placing Informal Employment finds that far from a universal informalisation of the advanced economies, different places are pursuing heterogeneous development paths: some areas continue to formalise work and welfare; others are witnessing rapid informalisation of a highly exploitative nature. Examining policy options and their consequences, the authors show that conventional regulatory and de-regulatory approaches merely exacerbate inequalities and a radical alternative solution, grounded in a ''new economics'' vision of the future of work and welfare provision, is essential.

Measuring the Employment Effects of Regulation: Where Did the Jobs Go?

An increasing amount of attention has been focused on the employment effect of governmental regulation. Controversy over the implementation and impacts of governmental rules are now central to current public policy debates relating to employment and labor markets. A new policy framework for regulation is needed to make the regulatory decision-making process more responsive to the requirements for economic growth and to the employment effects of regulation. The President and Congress need to provide effective oversight of the process, from the perspective of both a single regulation and a government-wide approach to regulatory planning. Regulatory agencies need to use state-of-the-art analytical tools so that they can better determine the employment effects of their regulatory actions. This book presents a common-sense, albeit highly sophisticated and technical, approach to improving the technical soundness, credibility, and transparency of the regulatory decision-making process.

The book explores the macroeconomic and sectoral employment implications (in agriculture, industry and services) of China's World Trade Organization accession. It argues that while short-run employment losses may occur, in the longer term China will be able to generate additional employment particularly in the tertiary sectors; and that it can maintain its comparative advantage in labor-intensive exports by relocating production from high-cost coastal areas to the hinterland with abundant supply of cheap labor.
It also argues that, although China is likely to benefit in the long run, in the short and medium term China is likely to face enormous problems, including increased unemployment as weaker links cease to be protected by tariffs, and the problem of restructuring state-owned enterprises.

Handbook of Employment Discrimination Research: Rights and Realities

There is still much to learn about fundamental aspects of employment discrimination law as a social system. What drives the growing demand for litigation? To what extent does discrimination persist in subtle but pervasive forms and what explains how it varies by organizational and market context? How do different groups of workers perceive the extent to which they are discriminated against and what, if anything, do they do about it? How have employers responded to discrimination law? How is employment discrimination law affected by broader political and legal currents? What is the relationship between anti-discrimination law and patterns of social inequality? The chapters in this unique collection grapple with many of these issues. Questions of this scope require interdisciplinary scholarship; and this volume includes original contributions from many of the legal scholars, economists, psychologists, sociologists, political scientists, and historians who are at the forefront of new research on discrimination and law. The Handbook of Employment Discrimination Research encompasses critical discussions across different social science disciplines, as well as between legal scholars and social scientists. As a collection, the chapters suggest a broad reconsideration of employment discrimination and its treatment in law.

The rapid pace of technological change, and the diffusion of information and communication technologies, is rapidly changing the structure of advanced economies. Consequently, innovation has a direct and fundamental impact on the dynamics of employment. Through close examination of this relationship, this volume offers an essential contribution to the current debate between those economists who fear mass technological unemployment and those who maintain their faith in market forces as a counterbalance to innovation. The Employment Impact of Innovation delivers its findings in three key areas:
- Theoretical context, from classical compensation theory to state-of-the-art debates.
- Empirical investigation. Detailed and comparative international case studies explore how technological and structural change have affected employment patterns. Factors such as the role of demand patterns and the different sectoral impact of product, process and organizational innovation in industry are closely investigated.
- Policy analysis and recommendation, including a focus on the role of learning and training, and a proposal for a new set of employment friendly economic and innovation policies.
The multivariate estimations are based on a methodology taking direct and indirect employment effects on the firm level into account. The data are derived from interviews with more than 1500 firms in Germany, Italy, the Netherlands, Switzerland, and the UK specifically conducted for this analysis. In addition to the empirical study based on interviews, case studies from five selected business sectors are used to provide profound insight in the environmental innovation behaviour of the firms.

Designed to assist practitioners in developing interview procedures for their organizations, this work shows how competence-based human resource management techniques can be applied to employment interviews. Research has shown that the traditional interview does not predict employment success as well as the structured interview, while the structured interview is also the method of choice to ensure a fair and nondiscriminatory hiring process. Leading the practitioner through the three-step interview process--preparation, interviewing techniques, and evaluation of applicants--this guide provides sample questions, a case study, and forms to help the reader conduct successful structured interviews. Also included is a chapter on issues related to equal opportunity employment and a comprehensive review of the literature on structured interviewing.
The analysis focuses on the interaction between employment protection and the stock market when wages are sluggish or fixed. We build and calibrate a dynamic model where firms decide upon capital utilization, investment, vacancy posting and layoffs in order to maximize shareholder value. Public policy, devoted to employment protection, is parameterized through firing costs. Due to the capital and employment irreversibilities, the model has to be solved using numerical techniques. Two series of scenarios are presented, first considering the effect of alternative level of firing costs in a benchmark economy, thus examining interactions between firing cost and successively, (i) higher market price of risk, (ii) higher separation rates, (iii) fixed wages, (iv) fixed capital utilization and (v) alternative cyclical features.
The article is delivered in HTML format and is available in your Amazon.com Digital Locker immediately after purchase. You can view it with any web browser.

From the supplier: Courts have taken widely differing views of employers' use of after-acquired evidence in defending employment discrimination claims. Although the seminal case in the area, Summers v. State Farm Mutual Automobile Insurance Co, failed to clarify the context in which this evidence can be used, some common denominators have emerged in rulings since this 1988 case. Courts seem willing to consider after-acquired evidence in cases of application fraud and in some kinds of employee misconduct and to see this evidence as limiting employee remedies rather than employer liability. A US Supreme Court ruling could help clarify matters.

Citation Details
Title: After-acquired evidence in defending employment discrimination claims.
Author: Bob E. The paper develops a model in which, as the technology at a given plant drops behind the best practice, it optimally reduces its workforce. As a result, firing costs are particularly detrimental to profits in industries in which the rate of technical change is rapid-such as ICT-and countries with high firing costs specialize in industries in which technical change is sluggish. The paper suggests that industry composition is a new channel through which labor market regulation might impact macroeconomic aggregates.

Employment, Wages and Income Distribution

While there is widespread agreement about the goals of economic policy, consensus about how best to achieve them can be harder to reach. In recent years, the controversial issues of full employment and a just distribution of incomes have been downgraded as policy objectives in favor of price stability and balance of payments objectives. This emphasis has been supported by a mainstream economic theory with an unswerving belief in the ability of market forces to achieve a satisfactory regulation of employment and income distribution.

Other economists have remained more skeptical, and none more so than Kurt W. Rothschild. One of the most distinguished post-Keynesian economists in the world, he is both an empirical researcher and a gifted theoretician. This volume collects together twenty-two of his most important essays in the area, many of which appear in English for the first time. Throughout, pure theory is linked to relevant practical investigations. As a whole, the collection will be important reading for specialists and students in the fields of labor market and distribution theory and policy, and for macroeconomic theorists in general.

You can view it with any web browser.

From the supplier: Reliable measurement of informal sector employment has long been problematic. Basing their work on a recent ICLS definition, the authors conducted pilot studies in Pakistan to determine how far information that can be obtained through existing statistical instruments permits differentiation between employment in formal and informal sectors. A household survey separated the employed in this respect and identified establishments for which they worked. An enterprise survey then questioned own-account workers and employers, enabling a comparison with data from the household survey and the identification of the questions most useful for making this distinction. Slight changes to Pakistan's Labor Force Survey are proposed. You can view it with any web browser.

From the supplier: The authors compare the incidence of atypical employment in 11 European countries since 1983. While national proportions of temporary employment appear to be converging, part-time employment shows divergence within some occupational groups. High rates of part-time employment seem to mitigate unemployment, but high proportions of temporary employment coincide with high unemployment. Whereas temporary employment is most prevalent among young workers, part-time employment is highest among women and is correlated with high female participation rates. Estimation results show both forms of employment negatively related to the intermediate skill level, with the probability of part-time employment significantly determined by a worker's occupation.

This digital document is a journal article from International Journal of Hospitality Management, published by Elsevier in 2004. The article is delivered in HTML format and is available in your Amazon.com Media Library immediately after purchase. You can view it with any web browser.

Description:
This paper examines the extent to which hospitality employers are free to exercise the managerial prerogative to ''hire and fire'' workers within the legal framework. Managerial prerogative is perpetuated by employment practices that rely on a highly casualised workforce without rights, a lack of formalisation, particularly for casual workers not issued with contracts, non-adherence to written procedures and a rise in the utilisation of zero hours contracts. A high extent of dismissal may belie the true rate, with some staff ''let go'' rather than ''dismissed''. Together with a high rate of employment tribunal actions, this points to widespread arbitrary management practice. Despite recent and future initiatives to strengthen the floor of employees' rights, key barriers still prevent many workers' from securing a fair deal at work, while allowing managers to continue to behave in such determined fashion.

Women's Movement and Women's Employment in Nineteenth Century Britain

In the first half of the nineteenth century the main employments open to young women in Britain were in teaching, dressmaking, textile manufacture and domestic service. After 1850, however, young women began to enter previously all-male areas like medicine, pharmacy, librarianship, the civil service, clerical work and hairdressing, or areas previously restricted to older women like nursing, retail work and primary school teaching. This book examines the reasons for this change. The author argues that the way femininity was defined in the first half of the century blinded employers in the new industries to the suitability of young female labour. This definition of femininity was, however, contested by certain women who argued that it not only denied women the full use of their talents but also placed many of them in situations of economic insecurity. This was a particular concern of the Women's Movement in its early decades and their first response was a redefinition of femininity and the promotion of academic education for girls. The author demonstrates that as a result of these efforts, employers in the areas targeted began to see the advantages of employing young women, and young women were persuaded that working outside the home would not endanger their femininity. Ellen Jordan's treatment of the expansion of middle class women's work is perhaps the most comprehensive available and is a valuable complement to existing works on the social and economic history of women. She also offers new perspectives on the Women's Movement, women's education, labour history and the history of feminism.

A Manager's Guide to Employment Law: How to Protect Your Company and Yourself

Managers at all levels are constantly challenged to do more with fewer employees, to motivate diverse groups of people, and to face up to tough people problems in their workforces. An important key to managers' success is accomplishing these goals while protecting themselves and their companies from legal liability. Yet some in management tend to blame legal requirements for hindering progress toward solving problems. U.S. law, however, provides managers with broad discretion in many employment situations and in most cases helps ensure that managers perform their essential functions in a way that is fundamentally fair while still supporting company goals.
A Manager's Guide to Employment Law will help managers make day-to-day decisions on how best to manage their employees and handle issues of legal liability. Expert author Dana Muir identifies the subtle and unnecessary mistakes managers make that cause legal headaches and shows how becoming familiar with basic principles of employment law will enable them to develop an internal compass to help make the right decisions. Each chapter focuses on legal concepts of broad application in today's workplace, providing real examples of problems managers face and offering strategies for addressing those problems.
